ASB Case 25347 - 164 High Street DY9 8LT ER, I consider ASB Case 25347 to be 'open', though colleagues may have a different opinion; whatever, please consider revisiting this vexing issue. 1) Yesterday, 14th July, circa 5:15 in the afternoon, I donned my litterpicking garb and descended to the High Street; from my notes: "Dog barking as I approached Pindi Supermarket during a litterpick - remarked to assistant that culprit was dog at 164 - sure enough, owner Lisa Sheriff, a minute later, showed at the shop door to again accuse me of harassment - the dog was apparently barking whilst Sheriff was shopping (mainly it seems for paper towels - possibly for the dog!) - she again admitted to toileting her dog on the High Street - I again offered £1000 for the acquisition of an indoor cat, rather than the annoying dog." This incident echoes Sarah's Stitch-Up of 2016 when Julie Davies, another revolting doggie, accosted me in front of the supermarket and I had to take refuge behind the trolleys; later, I complained about Davies' harassment, but I was the one arrested, again apparently for litter-picking the High Street! Don't let 'low-life Lisa' win-out! As it happens Inspector Allen rang yesterday and Sarah's Stitch-Up raised its head with yours pointing-out that at no time during the proceedings were my witnesses interviewed - there were plenty of witnesses to my litterpick and Sheriff's rant of yesterday. 2) Sheriff's dog has been responsible for much racket in recent weeks; it may be that the fine weather means windows are open and the dog is more readily distracted by passers-by, possibly even including their motors, and begins barking - the racket can be heard, please note, even through closed windows! 3) Clutter in Sheriff's backyard, including that hanging gate, remains, though, technically, this is a communal area, to be shared by all in Lisa's set of apartments; please also note that I had recent confirmation that Lisa's pets (now I suspect down to just one dog) do 'stink-out' all adjacent apartments (which reminds me that earlier this week that frightening Rottweiler in 151-156 took its toilet on the communal lawns, early in the morning, and I could smell the consequences throughout my own flat!). Past notes concerning 164's ASB are pasted below; I have also pasted more recent history that I came across just now - the flashing lights at Denziel House on High Street (Active 24/7 Convenience Store) are back and also annoy new vicar Glen Ruffle with whom I've had an exchange of emails so do try to find time to have a read. Still on the subject of the local dogs, it seems the Council may be hiding behind the new Renters' Rights Act, but, in my interpretation, that allows landlords to 'reasonably refuse' pets - in Sheriff's case, there is no private or secluded place where the dog may be toileted, and, of course, allowing the dog to 'perform' on the High Street is thoroughly disgusting and, again in my view, unlawful - many of the current issues are brought-about by the Community Housing Officer as an apparent cynophile, but Circuit Judge Wilkinson recently 'wiped the floor' with Sophie Kendrick! Finally, please also note that I believe Sheriff's dog is a Jack Russell terrier, bred to chase foxes from their lairs - nasty! Some might describe Lisa as the lowest form of humanity, but there is one prominent (pro-hunting) character who, running two Jack Russells, might be considered twice as bad as my neighbour - King Charles! DA 162 High Street Lye Village Stourbridge In favour of clean, tidy and quiet streets - with no flashing! ------------------------------------------------------------------------------------------------------------------------------------- Case 25347 relates to the annoying tenant(s) of 164 High Street DY9 8LT; I must report more issues this week: 1) Yesterday, 17th August, I dropped downstairs for a litterpick (early to avoid another neighbour's dog!) to be barked-at, whilst on the pavement, by 164's pest - at 4:30 am! The headache was with me for hours! 2) Again, just this morning (18th) I put my head out of the window, this time at 4:15, to inspect the surrounds, again for the same headache to return - not from the glorious hooting of our tawny owl, but on account of 164's yapping dog! This was because passers-by were merely walking the footpath adjacent the High Street! Please sort this woman! I can provide monies for a teddy-bear! 3) I notice that the large wooden gate hanging next the amenity area to 164 is still present. 4) Please also note the usual untidiness of the amenity area outside 164's rear window, and, since 164's arrival, the large number of domestic items dumped beside the hedge to the rear of 164 (reported, with recent images to DCPlus) - not proof, sure, but please make enquiries and try to persuade these character(s) that they're not the only guys on the planet! DA 162 High Street. Civilised Man. ------------------------------------------------------------------------------------------------------------------------------------ Glen, I attended today's drop-in, though turned-down the soup; perhaps I should have stayed - quite civilised in there, thanks. 1) Left a message earlier in the week regarding lifting of my Police-bail conditions (regarding arrest of 3rd November); had a visit a while later from the local community bobbie, PC Simon Breckles (plus two), to discuss that but also to issue an admonishment for wearing a high-visibility vest - not sure what that's about, but may have something to do with the fact that I had earlier mentioned to a dog-walker that her dog was potentially abusing the graveyard, possibly imposing myself as too 'officious'. 2) Outstanding issues include allegations that I have harassed Kristian Baines [guilty of a painful leg-kicking assault] as one of our local foulers (who lives in the vicinity of Church Road) and Lisa Sheriff, another 'noisy' fouler, of 164 High Street (with whom I've never initiated a conversation). The reason I've mentioned Lisa here is that she reflects the severe problems that alcohol reflects in our community (as well as The Dog) - she had another 'melt-down' recently which required a battering ram, two Police cars, an ambulance and two Council vans, with her broken door and frame left on display in the neighbourhood for a week! 3) I've since had another chat with PC Breckles (on the 'phone) and urged him to at least try to resolve the ongoing issue (on which you've been briefed) of my neighbour at 157 (who hasn't been seen for a short while) - I deserve the time! 4) I also felt obliged to mention Active24 (hours), to PC Breckles, as a continuing focus for anti-social behaviour - according to legislation a Police Officer (probably an Inspector) can close an outlet that represents a nuisance to the community; keep campaigning on that one! 5) I also mentioned to Simon the propensity for the Council (the Enforcing Authority) to leave its own waste 'all-over', with only marginal recent improvements - as I mentioned to Dorothy and Gareth at the Church, it costs little for a man and van to remove rubbish, and even less, I joked, for a woman ... ... . At 5:15 I hung my head out of the landing window, straining my eyes to establish whether or not any 'dark smudges' near a local litter-bin were dumped bags, to be reported; a car-driver pulled onto the High Street, from Vicarage Road (South), drove down to Active 24, in Denziel House, parked wheels-up on the pavement over the double yellow lines, shopped and then drove back-up the High Street, obviously in the wrong direction, a full 200 metres to the junction with Vicarage Road, passing a possible 40-tonne Biffa truck coming down the hill! This is very dangerous as other users, including pedestrians, will not expect cars being driven contrary to the one-way directions - my thesis is that the 'fairground culture' invoked by the flashing lights encourages this sort of behaviour, with 101 seemingly agreeing and asking for the car's registration details; I asked if the Force, along with my mobile phone and laptop, would please return my binoculars! There are twenty four hours to find somebody, possibly including yourself, to knock on 157's door and seek some form of mediation and, at least temporary, solution; one suggestion is that the 'offending hound' is housed with other relatives (as it occasionally is) until a more 'lasting solution' is reached. It is distressing to see so many social ills in Lye, and your work to improve the town is very impressive. Regarding what you shared, the authorised pathways to dealing with the issues are the Council, the police and social services: The most important point to emphasise is that if you feel under threat, call the police There is information here about contacting the local officers Stourbridge and Amblecote | Dudley | Your area | West Midlands Police | West Midlands Police There is limited room to operate as the issues primarily are related to social workers and the Council, or should be referred to the police The key thing is, if criminal damage is done, or violence is carried out or threatened, to contact the police If the apartments are Council owned, then the Council has a duty to listen and provide support I'm sorry this might not be what you want to hear, but although I have been here just a few days, I have been given some information about plans and projects to improve the area.
